Marvin is a former Arkansas Legislator and Arkansas Republican Minority Leader. He was selected as one of Arkansas’ ten best legislators in 2003. He has received awards from numerous groups including the Arkansas Medical Society and the Arkansas Hospital Association. After serving in the Legislature, he started a consulting business in Little Rock working with clients in the healthcare arena. In 2010 Marvin and Leo Hauser founded Bi-Partisan Strategies.
Marvin holds a BSE degree in Math and Physical Education from the University of Central Arkansas and a Master's in HealthCare Administration from Purdue University. He began his career as a Jr. High Basketball coach and Mathematics teacher before turning his attention to politics in early 1994. Married 40 years, he and his wife Kristi have 8 children.

Lance is an Arkansas native, born and raised in the capital city. He attended Hendrix College and owned and operated Lance Johnston Photography, Reform Design+Build and Reform Development Group before joining Bi-Partisan Strategies in 2018. Lance has been able to successfully leverage his 25+ years of entrepreneurship into deep relationships throughout the state in both the public and private sectors. Lance is a past president of the Arkansas Professional Photographers Association and has served as chair of the Conway Younglife committee and currently serves on the Little Rock Younglife committee with his wife Danielle. Lance & Danielle live in Little Rock and have five beautiful daughters.

Cale Turner

Cale Turner is a licensed CPA who spent two decades in public practice. This background provides Cale with a unique perspective on the financing and budgeting needs of our clients. In addition, during his time in practice, Cale developed specialized expertise in the area of campaign reporting compliance at both the federal and state levels. Utilizing that knowledge has allowed him to establish deep connections to the political landscapes in Arkansas, including serving as Treasurer for the Sarah Huckabee Sanders Gubernatorial Campaign, Mike Huckabee Presidential Campaigns, French Hill Congressional Campaigns and Speaker Matthew Shepherd’s Leadership PAC, as well as numerous state legislative campaigns. Speaker Jeremy Gilliam appointed Cale to serve on the Arkansas State Board of Finance in 2016, a position to which he was reappointed twice by Speaker Matthew Shepherd. Cale grew up in Arkadelphia and attended college at Ouachita Baptist University. He now resides in Little Rock with his wife Megan (herself a CPA serving as CFO for the Sanders campaign) and his daughter Jarrett.

Mary Dean Johnston

Mary Dean joined BPS in 2022 as our administrator. This role includes coordinating billing, client relations, legislative bill tracking, and reporting. Mary Dean is a graduate of the University of Central Arkansas with a bachelor’s degree in Communication Sciences and Disorders. She lives in Conway and is engaged to her best friend Mitchell.
